About Us

  • In 1983, Jeff Heeter started Changing Times Telephone Service. Located at 1777 State Route 157, Oil City, PA, the primary service was installation of residential and business telephone extensions. As his business started to grow, Jeff hired on additional installers. They sold multi-line commercial phone systems to many local business and business as far away as Morgantown, WV. In 1999 Changing Times was awarded a contract to install underground telephone cable to homes and businesses, this included repairing cut or damaged cables and temporary traffic control. Jeff sold the Changing Times Telephone Service part of the business and changed the company’s name to CT Utility Service Inc. The company continues to do underground excavation and temporary traffic control.
